Sailor Moon Uncensored Forum Rules
Age limit
Under the Children's Online Privacy Protection Act (COPPA) of 1998, no webmaster in the US is allowed to willingly collect any information from anyone under the age of 13 unless they have written consent from the person's parents. Since this is difficult to enforce, and that the nature of many of these topics may not be approiate for young people, these forums will not allow any users under the age of 13. To prove this, all users are required to input their birthdate in their profile RIGHT AFTER ACCOUNT ACTIVATION. This must be done right away. It is a very serious issue. Due to the seriousness of it, and the fact that this keeps on being ignored again and again, if a user activates an account and begins posting without their birthdate entered in, a week-long temporary ban will be made, no exceptions. Likewise, iIf a user is found to have lied about ther age to get an account, then said user will be banned not only from the forums, but from all of phobos itself. For reference, at this current time, phobos hosts everything on the smuncensored.com and fightingmongooses.com domains.

Account activation
Even if a user does not post immediately after creating their account, it is requires that the user at least take action in activating their account upon creation. Accounts are activated when an activation e-mail is sent to the e-mail address provided and the user clicks a link in that e-mail to set their account to active status. This system is in effect to (a) ensure that the user has a valid e-mail account and (b) to make sure if the user decided to ever use any feature of the forums that involves an automatic e-mail to be sent to them, that they get this mail and no mail get's bounced. If an account is created and the activation e-mail to the address of that account bounces, the Administrators reserve the right to delete that account. Likewise, if an activation e-mail is sent and the user doesn't activate their account within 48 hours upon creation, the Administrators reserve the right to delete the account. This is done to ensure everyone who has an account can post, and saves wasted space on inactive accounts.

Signatures
Images are not permitted in signatures. There is no need for them and they just take up space and suck up bandwidth anyways. There is a very loose limit on characters in a signature. However, we expect all members to have a signature that DOES NOT take up much space. If your signature becomes too lengthy, please change the size of your font so that your signature takes up less room. Failure to abide by this may result in a warning or temporary ban. Discretion is given to the admins to decide what is appropriate and what is not.

Avatars
Avatars are meant to identify yourself amongst other people in a forum by using a small image. There's really no need for bigger pics and/or animated gifs since again, just like images in signatures, they are just a waste of space and suck up bandwidth. Permitted avatars are availble in the avatar galleries, and avatars can be uploaded from your computer or other sites provided they meet the criteria of no bigger than 100x100 pixels in size, and 30KB in filesize. Off-site linking to other avatars is not enabled until there can be a way for us to control the limits of these off-site images.

In-post images
These are not permitted. Once again, a waste of space and bandwidth. Please provide a link to the image instead. The only images allowed in posts are smilies which are already provided on the forums.

Linking news articles
Quotes from news articles on other sites should include a link from the original source prior to the article clip, then copy and paste some good lines from the article in a quote box following the link, as to provide the source of info, and not waste space by quoting the whole thing. Also, if a link is insanly long, to have it made into a clickable word containing the URL to prevent horizontal scrolling.

Using quotes
Much like with news articles, when quoting someone else's post, please only include a few lines at most from the original post. Giant quotes take up a lot of eye space and web space, and are generally a complete waste of time, especially if used over and over again in a thread.

Posting Spoilers
If you think what you will be posting is a spoiler, please do one of the following. If it is a new topic you are creating with the spoilers, please make a spoilers note in the topic heading so others can see off the bat that there's spoilers and avoid having to see them. Otherwise, if you plan to use spoilers in a post, please use the spoiler tags. Ex: [spoiler]text[/spoiler] What this does is create a box with a black background and make the text black as well, making it so that the only way to see the text is by highlighting it.

Double posts
Double posting is posting more than one time in a row in a thread in a very short timeframe. Double posting is not allowed. If you remembered something you wanted to post after you just posted, please edit the newly made post, rather than make a new one. Once again, big waste of space and bandwidth, please don't do it.

I'm also aware that there are double posts that end up being duplicate posts. This usually happens due to pressing "back" on your web browser and it asks you if you'd like to resend the information. Instead of clicking yes, click no, as if you click yes you will send your post a second time causing a duplicate post.

Promotion of one's work
These forums are not a place for users to promote their work, but for discussion. If you want to link your site, use your signature and profile, and only mention where approiate in actual posts. Over-excessive promotion of your work is not allowed.

Repeated Topics
If there is a thread in a certain topic that you would like discussed, please keep the topic to that thread. Making multiple threads on one topic is pointless and a waste of space. Please use the search function before making a new topic to ensure this doesn't happen.

Add to a discussion
If you're going to agree with someone in a discussion, please actually add a little thingy besides just a basic 'I agree' type response. Again, this is pointless and a waste of space.

Stay on topic
If you post in a thread, be sure to keep the thread as close to the original post's topic as possible. While yes, other things can come up in discussion when discussing anything, this should be kept to a minimal to keep a thread on the topic the title of the thread is about.

Asking questions
We don't mind if you ask a question that directly pertains to the post or if you know someone on the board is an expert on the subject, but if you want general information on anime or anything else, PLEASE use the search function or find a website that carries it.

Controversial Topics
There is no reason for any discussion, no matter how controversial, to become heated. When discussing controversial issues do not attack another's view rather state your own opinion and not attack another's. Please use common sense when introducing or elaborating upon certain topics. If it seems that a topic or subject can become offensive to someone or can turn into a very heated discussion (some examples are sexuality, abortion rights, rape, etc...), then please use common sense to decide if you really want to start a topic like that. If you do decide to initiate such a topic, and it gets out of hand, your topic will be locked. We don't want to censor freedom of speech, but sometimes things are far too personal to be discussed publicly.

Swearing
Swearing is allowed on the boards, however keep in mind swear words are very strong words, and shouldn't be used lightly. Please think before swearing. Excessive swearing will not be tolerated.

Respect for other users
While there may be disagreements on a subject, or personal disliking between people, everyone should be respectful of another's thoughts and views. Disrespect of others will not be tolerated. Name-calling, directly insulting another member, and offensive words will NOT be tolerated. Any member doing so will be warned and asked to change their behavior in that topic. Please re-think what you say, and respect each other's opinions.

Respect for site staff
Same as above, adding on that under no circumstances you demand we make certain changes. We have reasons behind the decisions we make here, and if you don't like them, nicely suggest something to us instead of demanding we do something now. I can tell you right now, rude demands will definetly not happen.

Users != Mods
Users have absoluetly no right to act as a mod in any way. Mods are people who are here for the same as everyone else, as well as use their judgement for determining if one has broken a rule or not and what to do about it. Users have no right in saying that a topic will probably be locked, that one should be banned, etc. That is the decision of the mods. Please don't try to pretend that you have this job, as you don't. If you have a concern, PM one of the mods about it rather than making a public statement of why you think something should be done about something. Or use the report post feature by clicking the ! icon located on the top right corner of each post to bring a certain post to the staff's attention.

No multiple accounts
One person, one account. Simple as that. There is no reason to have more than one account, it's confusing and a waste of space. If for some reason you have problems logging in to your current account, instead of making another one, contact an admin to help you. Making an extra account without previous permission from an admin will result in an immediate ban. One person = one account

Shared IPs/Multiple members in one household
Since we can't tell are whether or not two members are siblings or share a single computer, it can be difficult to tell if the people really are different paople or not. We use IPs to determine if people are using multiple accounts (see above). So if members are siblings and/or are sharing a single computer, please notify an admin to avoid confusion on our end of things.

"N/A" Posts
We've had an instance or two of a user deciding to edit all their posts to say "n/a" for whatever reasons. This is completely unacceptable. It takes away from the discussion, and only causes a lot of confusion on all fronts. If this does happen, it will be a permanent ban right upon sight no questions asked.

Global Announcements
If a topic is labled as a global announcement or something similar, it MUST be read by all as it contains an important guideline, policy, or rule regarding the forums. Failure to do so will result in a warning or temporary ban by a mod or admin.

Admin Override
The admins and mods have the right to remove or suspend membership from anyone for any reason. Remember, this forum is not public domain. regardless, the admins and mods will be as fair and objective as possible when dealing with an issue. However, just because something is not listed above does not mean you cannot receive punishment for it. The admins and mods will treat issues on a case by case basis.
